Mission Statement
Nebraska New Car & Truck Dealers Association promotes the welfare of the franchised new car, motorcycle and truck dealers in the state of Nebraska and affords them the opportunity of associating and exchanging views in order to take such concerted action as may be desirable for the betterment of trade conditions generally in the automotive industry in the state of Nebraska.
NNCTDA provides member dealers with the latest information concerning federal and state laws and regulations and represents the interests of the franchised new vehicle dealer before the Nebraska Unicameral. NNCTDA also provides services and products to member dealers for the efficient and profitable conduct of their business. |
History
Incorporated September 13, 1933, as Nebraska Automobile Dealers Association. The association name changed over the years before becoming Nebraska New Car & Truck Dealers Association in 1977. |
Membership
NNCTDA has 225 franchised new car and truck dealers in the state of Nebraska (98% of the new car and truck dealers in Nebraska).

Communication
Legislative, legal and regulatory information and updates are sent to member dealers on a regular basis. The association newsletter, The Franchise, published quarterly, contains up-to-date information on federal and state legislative and legal issues, informative articles from endorsed companies on their services and products, and the latest on dealers in the news and dealership changes. A monthly mailer is sent to dealers consisting of industry information and promotional information on endorsed company products and services. Breaking news and developments or emergency notifications are sent to dealers by fax. |

FOUNDATION
Carriage House Foundation was formed in 1984 as a 501 (c)(3) non-profit corporation, capable of receiving tax deductible contributions to provide the funding for charitable and educational activities to enhance their industry. To increase the number of trained and qualified service technicians in Nebraska, scholarships are awarded annually to students in automotive related studies at the state's six technical community colleges. Planned programs include an ongoing statewide public relations campaign accentuating the positive contributions dealers make to their communities and an ongoing series of educational seminars for dealers to help them maintain high business standards.

NNCTDA offers a broad line of products and services aimed at controlling expenses in every facet of the dealership. Many of these products and/or services are offered through the association by companies endorsed by the association's Board of Directors. The endorsed companies are reviewed annually to select the most responsible vendors who can provide special pricing through group buying.

SIGNIFICANT LEGISLATION
Early 1970's
1971
- Passed the state's first franchise law to begin leveling the field between dealers and manufacturers.
1991
- Passed Amendment 1 and legislation to reinstate the inventory tax exemption which had suddenly been taken away by a Nebraska Supreme Court decision.
1993
- Repealed the tax on installation labor prior to its enforcement by the state.
1996
- Defeated 411 and 412 which were constitutional amendments to shift the property tax to sales and income taxes, sponsored by the teachers union and Farm Bureau
- Passed LB 515 allowing self-funded workers compensation programs for trade associations.
1997
- Passed LB 271 - to change from property tax to age-rated schedule on motor vehicles, reducing tax on new cars by an average of 40%
- Also passed personal-use D-Plates
1999
- Passed LB 825 - required manufacturers to make all products available to all its franchised dealers and prohibited the manufacturers from charging unreasonable fees or requiring unreasonable purchases for dealers to obtain products.
2000
- Passed LB 1018 - requirement that any sale made inside Nebraska must be made by a licensed dealer; and any sale of a new motor vehicle made outside Nebraska for delivery into Nebraska, must be delivered by a licensed Nebraska dealer. Also prohibits the manufacturers from owning or operating dealerships or service facilities in Nebraska.
2001
- Successful in stopping LB 339 which would have required dealers to collect sales tax.
2002
- Passed LB 830 which amended Nebraska's Salvage Title Law (patterned after the Federal salvage title law) so that a vehicle newer than seven years old or worth over $7,500 at the time of damage will have a salvage brand which can never be removed.
2003
- Passed LB 182 which required that every manufacturer state an area of responsibility in the franchise agreement.
- Passed LB 371 affecting our truck dealers making the manufacturer of component parts directly responsible for warranty repairs at retail within 30 days.
2004
- Successful in stopping passage of LB 32 which would have assessed outrageous fees on hard surfaces (such as parking lots and roofs) to pay for compliance with the Federal Clean Water Act.
- Stopped passage of LB 1255 which would have required dealers to collect sales tax on motor vehicles sales.
2005
- Passed LB 82 which conforms Nebraska's Bankruptcy Law to Federal Bankruptcy Law, extending the time to perfect the lien on a motor vehicle from 20 to 30 days.
- Opposed and helped stop passage of LB 102 (a rewrite of 2004's LB 32) which would have assessed outrageous fees on hard surfaces (such as parking lots and roofs) to pay for compliance with the Federal Clean Water Act.
2006
- Successful in stopping passage of LB 102 (a rewrite of 2004's LB 32) which provided for a new type of of property tax based upon impervious surfaces and the quantity of storm water runoff.
- Passed LB 251 which provided that a party towing a disabled motor vehicleis entitled to first lien on the towed vehicle.
- Passed LB 904 which restored the half-cent saled tax on motor vehicles from the General Fund to the Highway Trust Fund.
